GPSR Responsible Person Cosmetics Amazon Rules

A beauty ASIN can be winning Sponsored Products placements at 9 a.m. and become unavailable by lunch if its compliance record fails. The phrase “GPSR responsible person cosmetics Amazon” matters because the EU General Product Safety Regulation (GPSR) has applied since December 13, 2024, while cosmetics already carry their own Responsible Person obligations under Regulation (EC) No 1223/2009. Treating them as the same checkbox is how brands create avoidable listing risk.

For Amazon sellers, this is not just a label exercise. A suppressed hero ASIN stops converting, paid traffic has nowhere useful to land, and the organic rank accumulated through sales velocity can bleed to larger competitors. The job is to establish which legal entity owns each obligation, make the product-page data match the pack, and retain evidence before Seller Central asks for it.

GPSR responsible person cosmetics Amazon: the core distinction

The EU Cosmetics Regulation has required a Responsible Person since July 11, 2013. That person or company must be established in the EU and is accountable for placing the cosmetic product on the EU market. Its name and address must appear on the container and packaging under Article 19. Before sale, the Responsible Person must also ensure the product has a Product Information File (PIF), a Cosmetic Product Safety Report (CPSR), and a notification in the Cosmetic Products Notification Portal (CPNP).

GPSR, which replaced the General Product Safety Directive on December 13, 2024, adds distance-sales information requirements across consumer products. Under Article 19, an online offer must show the manufacturer’s name, postal address, and electronic address. Where the manufacturer is not established in the EU, it must also show the EU Responsible Person’s name, postal address, and electronic address. It must show product identification and any warnings or safety information relevant to the buyer too.

For an EU-made skin serum, the manufacturer and cosmetics Responsible Person may be the same EU company. For a U.S. brand importing shampoo into Germany, the U.S. manufacturer is not EU-established, so an EU-based Responsible Person must be identified. That entity may be the cosmetics Responsible Person too, but only if the contractual setup and documentation support that role. A random freight forwarder, marketplace intermediary, or mailbox address is not a compliance strategy.

The practical point is simple: a cosmetics Responsible Person is a regulated economic operator with defined cosmetic obligations. The GPSR data shown on an Amazon offer is the consumer-facing disclosure layer. One entity can satisfy both roles in some supply chains, but the records, wording, and responsibilities must line up.

What an Amazon cosmetics listing must match

Start with the physical unit, not the copywriter’s draft. Article 19 of Regulation (EC) No 1223/2009 requires cosmetics labeling to include the Responsible Person’s name and address, nominal content at the time of packaging, date of minimum durability or Period After Opening where applicable, precautions, batch number or identifying reference, product function unless obvious, and the ingredient list using INCI names.

Amazon’s product detail page cannot replace mandatory information that must appear on the pack. A 30 ml facial oil still needs compliant packaging, even if the Ingredients field includes every INCI term and the Product Description explains the PAO symbol. Conversely, a compliant carton does not remove Article 19 GPSR distance-sales duties from the online offer.

In Seller Central, check the ASIN in Manage All Inventory, then use Edit product and the Safety & Compliance or Product Safety and Compliance area where available. Amazon’s labels and required attributes can vary by EU store, category, and template, but the fields commonly concern the manufacturer, EU Responsible Person, product identifier, and safety or warning information. Do not assume an attribute completed for Amazon.de automatically produces a compliant offer in Amazon.fr, Amazon.it, Amazon.es, Amazon.nl, Amazon.se, Amazon.pl, or Amazon.be.

The visible detail page is the final test. Search the live ASIN while logged out, select every relevant variation, and capture the manufacturer and EU Responsible Person information that a customer can actually see. A parent variation can look healthy while a newly added 50 ml child lacks a compliance attribute. That broken child may not only lose its own sales: it can weaken the variation family’s review concentration and advertising destination.

The electronic-address trap

GPSR Article 19 requires an electronic address as well as a postal address. A postal address printed on the bottle may meet the cosmetics label requirement, but it does not automatically meet the online disclosure requirement if the listing fails to show an email address or other electronic contact channel accepted for the economic operator. Verify the current Amazon field output rather than relying on what was uploaded 6 months ago.

Use a monitored business email address, not an inbox that nobody checks after launch. If a consumer safety query arrives on Friday and the only owner is a dissolved importer, the brand has created an operational problem as well as a legal one. Record the exact address in the PIF-controlled product record and use the same approved version across Amazon content, packaging artwork, and customer-service scripts.

Build an ASIN-level evidence file before Amazon requests it

Amazon compliance requests are rarely convenient. A request can arrive when the ASIN is in a Prime event campaign, inventory is split across FBA fulfillment centers, and PPC is driving spend to the product page. Build the file by SKU and child ASIN before a request appears in the Account Health dashboard or the Manage Your Compliance workflow.

For each cosmetic SKU, retain at least these 5 controlled records:

  • the current EU Responsible Person agreement, including the legal entity name and full EU address;
  • the CPNP notification reference and the product version it covers;
  • the CPSR and PIF index, with formula, fragrance, and labeling versions controlled together;
  • approved packaging artwork showing Article 19 particulars, batch format, PAO or minimum-durability statement, and INCI list;
  • Amazon screenshots or exports showing the live manufacturer, EU Responsible Person, product identification, and warnings fields.

The PIF must be kept for 10 years after the last batch of the cosmetic product was placed on the market. That retention period is not a reason to dump obsolete files into one folder. If the formula changes from Version 3 to Version 4, retain both records and identify which batch codes map to each version. A vague file named “final CPSR.pdf” is no defense when Amazon or an authority asks whether batch 24091 matches the uploaded documentation.

Claims need the same discipline. Regulation (EU) No 655/2013 sets common criteria for cosmetic claims, including legal compliance, truthfulness, evidential support, honesty, fairness, and informed decision-making. If the Amazon Bullet Point says “clinically proven to repair the skin barrier in 7 days,” the brand should know which evidence supports that exact claim, for that formula, at that dose and use pattern. Do not let a PPC search-term winner become a product-page claim that the evidence file cannot carry.

Do not confuse EU, Northern Ireland, and Great Britain

Amazon’s European stores do not create a single legal market. GPSR applies in the EU from December 13, 2024, and EU rules are relevant to goods placed on the Northern Ireland market. Great Britain has separate product-safety rules, while cosmetics sold in Great Britain require a UK Responsible Person and notification through the UK Submit Cosmetic Product Notifications service, commonly called SCPN.

An EU Responsible Person address is not automatically a UK Responsible Person address. Likewise, a CPNP notification does not substitute for a UK SCPN notification. If the same ASIN is active on Amazon.co.uk and Amazon.de, map the stock route, label version, Responsible Person, and notification route for each market. The operational cost of separate artwork can be lower than the cost of sending FBA inventory to the wrong marketplace and discovering the mismatch after a suppression.

Run a 60-minute preflight on your top cosmetics ASINs

This week, pull the 20 cosmetic child ASINs with the highest sales from Seller Central’s Business Reports, using Detail Page Sales and Traffic by Child Item. Compare Units Ordered, Sessions, and Unit Session Percentage with the last 30 days. Those are the ASINs where a compliance interruption has the clearest commercial cost.

For each one, open the live product page in every active EU store, photograph the physical pack, and compare 4 things: manufacturer details, EU Responsible Person details, electronic contact, and warnings. Then check the exact same child ASIN in Manage All Inventory and save the evidence beside the CPSR, CPNP reference, and artwork version. Fix the mismatch before Amazon forces the issue, not after your best-ranking serum is donating clicks to the giants.
